Legislative Overview

The Skills Development Amendment Act, Act No. 37 of 2008, brought about a number of significant changes in the skills development arena. The key objectives of the Amendments were to accelerate the delivery of scarce and critical skills in the country.

The Skills Development Amendment Act provides more flexibility, addressing specifically the promotion and development of Artisans.  The Act further also addresses the following:

  • Transfer of the provisions of the Manpower Training Act 1981 in respect of apprenticeships.
  • Strengthening the further implementation Employment Services
  • Establishment of the Quality Council for Trades and Occupations
  • Clarifying legal status of the National Skills Fund
  • Clarifying legal status of Productivity South Africa


The other significant change brought about by the Act is the change from the term Learnerships to Learning Programme"Learning Programme” includes a learnership, an apprenticeship, a skills programme and any other prescribed learning programme which includes a structured work experience component.

 

Our Services

One of the reasons for the existence of the LGSETA is to guide and encourage learning in the local government sector. 

The Department specifically focuses on establishing, registering, promoting and administering learnerships and skills programmes.

  • Design, develop, register and ensure the implementation of all structured Learning programmes that is outcomes based and is underpinned by standards and or qualifications.
  • Conceptualise, and facilitate through the technical task team’s learning outcomes required to inform the development of standards and qualifications.
  • Design and develop Learning Programmes and Material in areas where a specific need has been identified and is critical for the development of the entire sector.
